2025 Road Maintenance & Construction

Winnebago County is slated to invest over 6 million dollars in road and bridge work through the summer of 2025, including work on over 37 miles of county blacktops and two bridges.

The County secured a $6.15 million urban renewal bond last September, leveraging tax revenue from the Crystal Lake Wind Farm built in the southwest corner of the county in 2008. Just over $1 million of the bond was spent last fall on microsurfacing asphalt roads and a portion of the bridge replacement on the state line near Emmons, MN.  In addition, this summer over $600,000 will come from the Secondary Roads maintenance and construction budgets.

The plan includes 10 miles of asphalt hot in-place recycling, 12 miles of asphalt recycling and resurfacing, 3/4 mile of new asphalt pavement, 17 miles of asphalt preservation treatments, and two bridges to be replaced by culverts.  The project include the following:

  • R20 - Asphalt Recycling & Resurfacing - $2,061,000 - Urban Renewal Bond
  • Rake Area - Asphalt Recycling & Resurfacing - $665,000 - Urban Renewal Bond
  • 40th Ave. & 500th St. - Grading & Asphalt Pavement - $1,202,000 -  Urban Renewal Bond
  • Rice Lake Neighborhood - Asphalt Recycling & Resurfacing - $667,000 - Urban Renewal Bond
  • R16 - Hot In-Place Recycling - $400,000 - Urban Renewal Bond
  • R50 & A30 - Hot In-Place Recycling - $613,000 - Urban Renewal Bond
  • A16 & R34 - Fog Seal - $412,500 - Road Use & Property Tax
  • E-25-N1 - Replace bridge with 14' x 12' concrete box culvert - $186,000 - Road Use & Property Tax
  • B-31-W2 - Replace bridge with 84" metal pipe - $51,500 - Road Use & Property Tax

Dustrol and Ulland Brothers are under contract for the hot in-place recyling and asphalt paving work respectively.  The two bridges will be replaced by County crews.  Not all of the work is yet under contract.

The majority of the construction work is planned for late June through early August if the proposed schedules hold.  Nearly all work will be completed one lane at a time under traffic using pilot cars.  Some or all of the work could overlap key farming timelines.
